"I Don't Know" is a Cop-Out: House Leader's Go-To Answer on Trump's Misdeeds is Often 'I Don't Know'

The US House Speaker, Mike Johnson, has crafted a repeated answer when asked about disputed actions from President Trump or officials of his administration.

His answer is typically some form of "I haven't heard about that."

When challenged about the most recent scandal from the Trump presidency, Johnson, a Republican from Louisiana, repeatedly states he is in the dark—including recently regarding reports about a questionable U.S. military strike.

Compared to past leaders, who oversaw House proceedings and worked to hold the executive branch accountable, Johnson's strategy is simultaneously extraordinary and an abandonment of that office's constitutional duty, according to analysts on the U.S. Congress.

“It’s fairly atypical for a House leader to claim unawareness about what the president is doing, especially as often as Speaker Johnson,” noted Matthew Green, a political science professor. “The president is a pretty visible figure... and this president in particular is a master of getting attention.”

While lawmakers frequently dodge answering questions, Johnson's propensity of doing so is particularly noteworthy because of the constitutionally significant place the speaker occupies in government.

“Very few positions are specified explicitly in the Constitution; the speakership is one of them,” Green stated. “I would say it’s definitely the responsibility of the speaker to be aware of what the president is doing and saying.”

A Strategy of Professed Unawareness

There are at least fourteen documented instances of Johnson stating he had not been briefed to review news on a significant story from the Trump administration.

These encompass questions about:

  • Individuals granted clemency by Trump.
  • Actions by Immigration and Customs Enforcement.
  • The president's business interests.
  • The management of the military.

Notable Instances

In May, after Trump hosted a private dinner for top investors in a memecoin tied to him, raising ethical questions, a news host challenged Johnson.

“I truly have a difficult time imagining that if this was a Democratic president... you wouldn’t be angry,” the host said. Johnson responded: “I haven't heard anything about the dinner... I’m not going to comment on something I haven’t even heard about.”

Later, in October, after Trump pardoned a digital currency mogul convicted of money laundering, a reporter questioned Johnson if he was troubled by the president's claim that he didn't know the individual.

“I don’t know anything about that. I didn’t see the interview,” Johnson said. He also stated he didn't “have details” about a pardoned January 6 rioter who was later arrested for allegedly threatening a congressional leader.

“It strains credulity that the House Speaker would be uninformed of what a president is doing when it’s all over the news among reporters and on social media,” Green said.

Avoidance and Defense

Johnson often alternatively justifies the president or states it’s not his job to deal with the issue.

When asked about Trump accepting a multi-million dollar jet as a gift from Qatar, Johnson allegedly deployed all three strategies: claiming ignorance, defending the action, and stating it wasn't his concern.

“I’m not following all the developments... I have certainly heard about it,” Johnson told reporters. “My impression is it’s not a personal gift... I’m going to leave it to the administration... It’s not my lane.”

Green argued that, logically, “you can’t have all three.”

“If you are unaware about it, then how can you justify it? And if it’s not your job, then why are you talking about it? And it is his responsibility, for the record. It’s the job of Congress to ensure that laws are followed,” Green stated.

Resources and Political Avoidance

Experts contend that even if Johnson is individually busy, he has a large team of aides to keep him briefed.

“You know very well there is somebody briefing him on all this stuff,” said Larry Evans, a professor of government. “It is not that he is unaware about it – any more, frankly, than when President Trump claims, ‘Oh, I didn’t know about that.’”

Last week, when questioned about a significant report detailing a questionable military strike ordered by the administration, Johnson's answer was typical.

“I’m not going to comment on any of that. I was pretty busy yesterday. I didn’t see a lot of the news,” he stated.

Given Congress’s constitutional power to declare war, analysts argue that pleading ignorance on such a matter is an abdication of dutiful governing.

Political Reality

Analysts recognize the political calculus behind Johnson's approach.

The speaker doesn't just leads the chamber but also a narrow majority party, so he must work to hold his conference united.

“I think he sees his role as party leader and ally to the White House as critical,” said one analyst. Still, “his devotion to Trump is rather exceptional.”

Furthermore, in the frenetic news cycle of Trump's current administration, repeatedly pleading ignorance can be an useful tactic.

“Just saying ‘I have no comment’ – and knowing that likely in 12 hours there will be another story that people are thinking about – it’s not a bad strategy,” noted one observer.
